Jon Gutman, a distinguished 9-1-1 Strategic Services Consultant, lends his expertise to the North Central Texas Emergency Communications District (NCT9-1-1), driving impactful change. His dynamic role entails orchestrating multiple, innovative projects, notably the NCT9-1-1 Partnership with Academia.
Under his guidance, a thriving internship program has flourished, forging robust ties with regional academic institutions. Jon's astute leadership has also established a conduit for university partners to contribute to vital research needs. Concurrently, he spearheads the NCT9-1-1 Independent School District Mapping Initiative, dedicated to collecting, digitizing, and disseminating indispensable 2D floor plan data to telecommunicators and first responders across the region.
Jon's journey to Texas in 2022 followed his time as a PhD student in Political Science at the University of Wisconsin-Milwaukee (UWM). Moreover, Jon holds a Master of Arts in Political Science from UWM, where he specialized in Political Theory and lectured across the political science spectrum. A proud alumnus of Mississippi State University, Jon graduated with a Bachelor of Arts in Political Science, complemented by a Pre-Law concentration and Philosophy minor.
Beyond his illustrious academic career, Jon shines as a published photographer and prolific digital artist, occupying the role of Chief Graphic Artist for a renowned European rock band. He maintains Visiting Studio Photographer status at an internationally acclaimed photography studio. This unique fusion of academic rigor and practical acumen positions him as an exceptional Project Manager and Research Team Manager, flawlessly bridging academia and the implementation of innovative technologies for emergency communication. Jon's ability to unite theory and real-world application is an invaluable asset to any undertaking.
Strategic Analyst
Charles Duboise is a seasoned healthcare professional with an exceptional track record spanning over two decades. He embarked on his journey as a Certified EMT in 1999, and from there, his life's work became a testament to his unwavering commitment to saving lives and aiding communities in times of crisis.
In the aftermath of 9/11, Charles played a vital role in New York, providing critical assistance during those harrowing days. Following the devastation of Hurricane Katrina, he was deployed to New Orleans, working tirelessly with the local Parish coroner's office to aid in body recovery and transport patients from nursing homes to rescue areas. His selflessness didn't stop there; Charles also spent three weeks in New Iberia following Hurricane Ike, leading EMS units to move patients to rescue areas and providing essential care and triage for refugees.
During Hurricane Rita's chaos in Galveston, Charles stepped up as a crew leader for ten EMS units, acting as a liaison to FEMA for the refugee center. His coordination with the Red Cross and local agencies ensured the safe transport and housing of countless refugees.
Charles's expertise extends to incident command and search and rescue missions, as he served as a liaison to Arkansas Game and Fish during the Albert Pike flood. He's not just a front-line hero but also a dedicated educator. For over a decade, he held positions as a Paramedic and EMT Instructor and as a CPR, ACLS, and First Aid Instructor through the American Heart Association.
His role as Assistant Fire Chief for South Malvern VFD for five years demonstrates his leadership qualities, and he further served as the Education Coordinator and Medical Officer for the department. Charles's commitment to the community shines through his role as Deputy Coroner for Hot Spring County, a position he's held since 2015. He even took on the role of Chief Deputy Coroner from 2016 to 2018.
Charles's dedication extends to his vast array of certifications, including Swift Water Rescue, Mountain and High Angle Rescue, Advanced Extraction, International Trauma Life Support, Incident Command Coordinator, FEMA 100A, 100B, 200, 700, and 800, Hazmat Incident Command Coordinator, and FAA Part 107 Drone Pilot.
His extensive involvement in active shooter scenario training, SWAT team training, and his contributions to the development of policies and procedures manuals for the Arkansas Law Enforcement Training Academy underscore his profound impact on emergency response and preparedness. Charles Duboise is not only a dedicated healthcare professional but a hero, leader, and educator whose expertise has touched countless lives.
